Law No. 7582 Amending Certain Laws, adopted by the Turkish Grand National Assembly in May 2026, was published in the Official Gazette of 04.06.2026. The Law contains important provisions on a wealth amnesty, reduced corporate tax for manufacturing, qualified service centres, transit trade, an exemption for foreign income and the deferral of tax debts.
Cash, gold, foreign currency, securities and other capital market instruments held in Turkey or abroad and not recorded in the statutory books can be declared to banks or brokerage firms in Turkey until 31.07.2027. Assets held abroad must be brought to Turkey within two months of the declaration.
| Holding commitment | Tax rate |
|---|---|
| No commitment | 5% |
| 1 year | 4% |
| 2 years | 3% |
| 3 years | 2% |
| 4 years | 1% |
| 5 years | 0% |
The commitment can be given by holding the assets in time deposits, government domestic borrowing securities, lease certificates or venture capital investment funds. For declarations made between 01.01.2027 and 31.07.2027, the rates are increased by 0.5 points. No tax audit or assessment is made on account of the declared assets.
A corporate tax rate of 12.5% will apply to income that companies holding an industrial registry certificate and actually manufacturing earn solely from production, and to income that companies engaged in agricultural production earn from that activity. The provision applies from the 2027 tax period onwards. It cannot be combined with the reduction applied to export income.
Companies that provide services to related companies operating in at least three different countries and earn at least 80% of their annual revenue from related companies abroad are defined as "qualified service centres". For these centres:
For income from intermediating in the purchase and sale of goods whose seller and buyer are not in Turkey, and which is transferred to Turkey, the deduction rate has been set at 95% in general and 100% in the Istanbul Finance Centre and designated regions. These deductions can also be deducted from the domestic minimum corporate tax base.
Income earned abroad by individuals who had no residence or tax liability in Turkey in the last three calendar years before settling in Turkey is exempt from income tax for 20 years. Inheritance and gift tax will apply at 1% to transfers by inheritance from these individuals during the exemption period.
The exemption limit for shares given to employees of tech start-ups has been raised from 1 to 2 times the annual gross salary. If the shares are disposed of within a short period, all or part of the exempted tax is collected from the employer depending on the holding period.
Under Article 48 of Law No. 6183, the maximum deferral period has been raised from 36 to 72 months, and the deferral amount for which no guarantee is required has been set in the Law at TRY 1,000,000. This amount was later raised to TRY 10,000,000 by Presidential Decision (see our separate circular).
The Law offers significant opportunities, particularly for manufacturing companies, structures providing services to international group companies and individuals with assets abroad. In wealth amnesty applications, we recommend deciding with the fact in mind that the commitment period directly determines the tax rate.
