Circular No: 2026 / 28Date: 14.10.2026Topic: Tax

In an announcement published on 14 October 2026, the Revenue Administration extended the new e-Beyan system to taxpayers in Istanbul. Starting with VAT returns for the October 2026 period, taxpayers operating in Istanbul will file these returns through the new e-Beyan system instead of the old BDP screen from 1 November 2026.

1. Which returns are moving to the new system?

The change covers the following return types:

  • KDV1
  • KDV2
  • KDV2B
  • KDV4
  • KDV9015

e-Beyan is a system set up by the Administration to renew its electronic filing infrastructure. Until now it was used in provinces chosen as pilots on different dates; with this announcement, Istanbul is now included.

2. Where are returns for earlier periods filed?

The new system will not be used for periods before the switch. Returns for months before October 2026 that have not yet been filed, and amended returns for those months, will be filed through the e-Beyanname (BDP) system used until now.

3. Filing directly from accounting software

According to the announcement, taxpayers in pilot provinces can also file their returns via web service from the June 2026 period onwards, provided that the accounting software they use is integrated with e-Beyan.

The full text of the announcement is available on the announcements page of the Revenue Administration's Digital Tax Office.

4. What our clients should do

  • Your VAT returns for the October 2026 period will be prepared and filed through the new e-Beyan system. You only need to send us your documents for this period on time as usual.
  • If you have an unfiled VAT return, or one that needs correcting, for a period before October 2026, it will be filed through the old BDP system. Let us know if this applies to you.
  • Clients who file returns from their own accounting software can ask their software provider whether the program is integrated with e-Beyan.
  • Contact us with any questions about the new system.
