Circular No: 2026 / 22Date: 28.08.2026Topic: Incentives and Grants

The rules of the Employment Protection Support Programme, which supports businesses that maintain their employment levels, were amended by the Regulation of 28.08.2026. The programme is run jointly by the Ministry of Labour and Social Security, the Ministry of Industry and Technology and KOSGEB.

1. Amount of support

For businesses with activity codes in textiles (NACE 13), wearing apparel (NACE 14), leather and leather products (NACE 15), furniture (NACE 31) and related other manufacturing (32.99.02), the support is set at TRY 3,500 per month for 30 premium days. If fewer premium days are reported, the support is prorated by the number of days.

Premium daysSupport (TRY)
30 days3,500.00
20 days2,333.33
15 days1,750.00

2. Condition of maintaining employment

  • The number of premium days reported in the support month must not be lower than the average monthly premium days in the reference period.
  • The protection period is set by the Ministry and is at least six months.
  • Businesses with no insured employees reported in the reference period cannot benefit from the support.

3. Loan support

Businesses taking part in the programme can also use loan support within limits calculated from their earnings subject to premium in the reference period. Businesses holding an investment incentive certificate have access to additional loans linked to the number of additional employees in the certificate.

4. Application and payment

  • Applications are made through the online portal in periods announced by the Ministry or KOSGEB.
  • Payments are made by the end of the month following the request and may be offset against the business's tax office and SGK debts.
  • Payment requests must be made within six months at the latest from the programme end date set in the Law.

5. Assessment

We recommend that businesses in the sectors covered calculate their reference period average, plan employment levels accordingly and follow the application periods. Since support received without entitlement will be recovered, monthly premium days should be monitored carefully.
